According to a new page that has surfaced on the website of Niantic. Niantic specifically mentions the use of software that forged location, a reason to ban you from the game.

The bans thus appear to be aimed at players using GPS spoofing, bots and other software techniques which make it possible to cheat in the game. Bots automate portions of the game. There are also apps that run in the background and send you a notification when there is a Pokémon nearby. Many users play the game without aids and find it annoying that those are used more and more for cheating and thusly more and more people unjustly collect as many Pokémon as they can extralegally. Apparently, Niantic agrees with these players and they're trying to take action against these players by handing out bans. It is possible to get a devoted for several hours, days, or even for ever. permanent bans as penalty.
It is still unclear how Niantic will detect these cheating users. It is certain that different users have been banned.
